Yes, it must be from an online source.
To get to the footer, you must click admin, then go to the section called Customize Your Forum. Scroll down to headers and footers.
Oh, and be very, very careful when working with Global headers and footers, because one wrong move messes EVERYTHING up. I did it once to a practice forum and now it doesn't even let me, or anyone else, log in.
